OFFICERS
Officers.
- The officers of the Association are the President, the Vice President, who is
President-Elect, and the Secretary-Treasurer. [Bylaws. Article
VI, Sec. 1]
- The term of office for officers shall be one year commencing July 1.
President.
- The President shall preside at all meetings of the Board of Directors and meetings of
members; shall see that all orders and resolutions of the Board of Directors are carried
out; shall appoint chair(s) to plan the program for the annual meeting of members; shall
sign all leases, mortgages, deeds, an other written instruments, and shall co-sign
promissory notes. [Bylaws. Article VI, Sec. 4a]
- The President shall seek members to serve on standing committees and shall appoint
chairs. Both committees and chairs shall be subject to approval by the Board of Directors;
the President shall strive to preserve geographical distribution and equal representation
of all types of libraries on the various committees where feasible.
- The President appoints such special committees and members as are needed.
- The President shall represent the Association and act as spokesperson for the
Association on all established policies and represent the Association on or appoint
representatives to all groups with which the Association is affiliated or has mutual
concerns.
- The President is the leader of the Association and shall work toward moving the
Association forward to achieve its purposes as set forth by the Bylaws and the acts of
membership.
- The President has authority to approve payment of expense claims and invoices for
expenses associated with budget allocations approved by the Board of Directors.
- The President may call special meetings of the Association on request in writing of 30
members of the Association and presides over such meetings.
- The President appoints a Local Arrangements Chair (or Chairs) to assist in planning and
implementing the annual conference.
- The President appoints a parliamentarian for meetings of the Association.
- The President prepares a "State of the Association" report to be presented
orally at a general session of the annual conference and published in Montana Library
Focus. The purpose of the report is to identify membership issues and concerns that were
addressed during the year and goals and/or objectives that were accomplished.
- The President keeps the membership informed during the year through articles in Montana
Library Focus.
- The President arranges to have the Executive Director distribute the Manual of
Procedures, or portions thereof, to officers and appointed personnel.
- The President arranges to have the Executive Director distribute the Conference
Planning Manual to those planning the annual conference.
- At least six months prior to the annual meeting of the members, the President appoints a
Nominating committee consisting of the immediate past chairs of each division and the
immediate Past President, who shall serve as the committee chair. [Bylaws.
Article XIII, Sec. 1]
- The President requires annual reports be submitted from chairs of divisions, committees
and interest groups, as well as from PNLA and MPLA Representatives, and ALA Councilor.
Annual reports are due by the date specified by the President. The President may also
require interim reports during the year.
- The President transmits recommendations of past committees to the new Executive
Committee at its first meeting and to the new committee chairs.
- The President forwards Association materials of historical value to the Executive Director, who shall from time to time deposit it at the Montana State Historical Society.
- The President recommends revisions to the Manual of Procedure and the Conference
Planning Manual to the Executive Committee and the Board of Directors, as needed.
Vice President-President Elect.
- The Vice President shall act in the place and stead of the President in the event of
his/her absence, inability or refusal to act,and shall exercise and discharge such other
duties as may be required of him/her by the Board of Directors. [Bylaws.
Article VI, Sec. 4(b)]
- The Vice President-President Elect represents the President upon request and presides at
meetings at the request of the President or in the absence of the President.
- At the last Board of Directors meeting before taking office as President (usually at the
final Board meeting during the annual conference), the Vice President-President Elect
presents a statement of the charge, a tentative list of members, and a proposed chair for
each committee. The Board may make suggestions regarding this committee information and
approves the appointment of the chairs and the charges to the committees.
- Following Board approval, the Vice President-President Elect officially appoints each
committee chair in a letter of appointment. The letter should include a statement of the
charge to the committee, an outline of the chair's responsibilities, a list of tentative
committee members, and instructions for submitting a budget request to fund the
anticipated work of the committee.
- A final list of committee members shall be presented to the Board of Directors for its
approval no later than July 30 and then forwarded to the committee chairs.
- Assumes office as President on July 1.
Secretary-Treasurer.
- With assistance from the Executive Director, the Secretary-Treasurer records the
votes, keeps the minutes of all elections and for all meetings and proceedings of the
Board of Directors and the members; keeps the corporate seal of the corporation and
affixes it to all papers requiring said seal; serves notice of meetings of the Board of
Directors and the members; keeps appropriate records showing members of the Association
together with their addresses; and perform other duties as required by the Board of
directors. [Bylaws. Article VI, Sec. 4(c)]
- The Secretary-Treasurer serves as the chair of the Budget Committee and is responsible
for preparing an annual budget, monitoring expenses, and overseeing financial reporting,
and administering the Association's financial policies and procedures.
- Transmits to the incoming Secretary-Treasurer material needed by the new officer.
- Forwards Association materials of historical value to the Executive Director, who
shall from time to time deposit it at the Montana State Historical Society.
