NON-OFFICER BOARD MEMBERS

  1. Past-President.

    1. The Past-President is available to the new President for advice and counsel.
    2. The Past-President advises the new Board of Directors of actions of the preceding Board.
    3. The Past-President serves as Chair of the Nominating Committee.
    4. The Past-President serves as Chair of the Publications Committee.
  2. Directors at Large.

    1. Two directors are elected for a two-year term, on a rotating basis, by the membership at large; one from the eastern part of the state and one from the western part of the state. [Bylaws. Article VII]
    2. The duty of the Directors at Large is to promote membership and participation in the Association. They are charged with actively promoting and developing individual membership involvement in Association activities through communication, conference functions, and special activities.
    3. The Directors at Large are responsible for identifying and bringing before the Board of Directors issues and concerns of the particular region represented and those of the membership at large.
    4. The Directors at Large serve as co-chairs of the Membership Committee.
    5. The Directors at Large are responsible for identifying and welcoming new members. They are charged with sponsoring a special session for new members at the annual conference.
    6. The Directors at Large act as liaisons between the interest groups and the Board of Directors. The are responsible for coordinating the programs and activities of the interest groups and developing, with each interest group, its charge for the year for presentation to and approval by the Board of Directors. The Directors at Large should assist in the planning, development, and coordination of programs to be presented during the annual conference by the interest groups.
    7. The Directors at Large use their knowledge of the Association and the Montana library community to serve as resource persons for the Association within their regions by providing information, answering questions, and helping to resolve problems.
    8. From time to time, the Directors at Large may be asked by the President and/or Board to perform special projects or assignments suited to the broad perspective they represent.
  3. State Librarian.

    1. The Montana State Librarian serves as a consultant, an ex-officio member of the Board of Directors, providing the Board with a statewide perspective on the Montana library community.
    2. The State Librarian serves an ex-officio member of the Government Affairs Committee.
    3. Prepares a report of State Library activities for the annual conference of MLA.
  4. ALA Chapter Councilor.

    1. An active member of the Montana Library Association, who is also a personal member of the American Library Association, shall be elected as Chapter Councilor, in accordance with the Constitution and Bylaws of the American Library Association, for a term of four years, with the beginning of such term to coincide with that of the officers of ALA. [Bylaws. Article VIII, Sec. 3]
    2. The Chapter Councilor assumes office on September 1, following election in the spring, and shall be seated at the first ALA Midwinter meeting following election.
    3. If the office becomes vacant, the President shall appoint a personal member of ALA to complete the term until the next annual ALA election.
    4. The Chapter Councilor represents the Montana Library Association at the ALA Conferences and carries out such duties as are dictated by the bylaws of both associations.
    5. The Chapter Councilor attends as many ALA Conferences as possible during the term. The Board of Directors will designate what expenses will be paid.
    6. The Chapter Councilor is responsible for formally reporting to the Board proceedings at ALA Conferences that affect the Montana Library Association and keeps the Board informed of national issues, events, and legislation.
    7. The Chapter Councilor submits a written annual report to the President to be included with the Association's annual reports and also reports orally to the Association membership at the annual Conference.
    8. The Chapter Councilor communicates regularly with the membership by means of articles in Montana Library Focus.
    9. The Chapter Councilor and any Councilors-at-large within the state shall hold a Library Issues Caucus at the Association's annual conference.
  5. PNLA Representative.

    1. An active member of the Montana Library Association, who is also a personal member of the Pacific Northwest Library Association, shall be elected as a non-officer Board member of the PNLA for a term of two years, beginning of such term to coincide with that of the officers of PNLA. [Bylaws. Article VIII, Sec. 1] (The year of PNLA covers the period from Oct. 1 through Sept. 30 of the following year, so although elected in the summer, the representative does not assume office until October 1.)
    2. If the position becomes vacant before the end of the term, the President appoints a representative to complete the term until the next regular election.
    3. The PNLA Representative attends all PNLA Board of Director's meetings and the annual conference of PNLA. Traveling expenses for the first Board meeting of the year, usually held in October, is paid for either by MLA or PNLA.
    4. The PNLA Representative serves as the representative of MLA to PNLA and shall form a liaison to interpret the wishes and polices of the MLA to PNLA and PNLA to the MLA.
    5. The PNLA Representative reports orally to the Association membership at the annual Conference.
    6. The PNLA Representative advises PNLA on committee appointments from Montana, having received prior consent of the persons to be recommended. PNLA Representative may wish to consult with the MLA President on this matter.
    7. The PNLA Representative submits reports on activities occurring within the state at all meetings of the PNLA Board of Directors.
    8. The PNLA Representative submits an annual report to the PNLA Secretary and the MLA President to be included in the reports at the PNLA and MLA annual conferences. At the PNLA Conference one copy should be given to the PNLA Secretary, one to the PNLA Quarterly editor and one to the PNLA Conference chair.
  6. MPLA Representative.

    1. An active member of the Montana Library Association, who is also a personal member of the Mountain Plains Library Association shall be elected as a non-officer Board member of the MPLA for a term of two years, beginning of such term to coincide with that of the officers of MPLA. [Bylaws. Article VIII Sec. 2]
    2. If the position becomes vacant before the end of the term, the President appoints a representative to complete the term until the next regular election.
    3. The MPLA Representative attends all MPLA Board of Director's meetings and the annual conference of MPLA. Traveling expenses for the first Board meeting of the year, usually held in October, are paid either by MLA or MPLA.
